9-6-1: ESTABLISHED:
   A.   Authority: Pursuant to the authority granted in 65 Illinois Compiled Statutes 5/11-150-1, and upon authority contained in other provisions of the State Statutes, there is hereby established within the City a charge, which shall be known as the “water and sewer capital development fee”.
   B.   Additional Charge: This charge shall be in addition to all other water and sewer connection or tap- on fees now in existence in the City.
