Within one year after any Municipal water main is installed upon any premises, or adjacent thereto as described in section 9-2D-1 of this article, the owner shall, at their own expense, install and commence the use of a service line connecting the Municipal water main to the water distribution system of the subject premises. All such installations of service line facilities shall be subject to the prior approval of and inspection by the Director of Public Works.
