9-2A-2: PERMITS, NOTICE REQUIRED FOR CONNECTIONS; FEES, SUPERVISION, INSPECTION:
   A.   Permit Required; Notice: No connection with a water main shall be made without a permit being issued and twenty four (24) hours’ notice having been given to the City. All such connections shall be inspected by and made under the supervision of the City plumbing inspector. Application for permits to make such connections shall be made to the Building Officer.

   B.   Charges: In addition to any and all other charges for water service, capital development fees, tapping fees, service connection fees, etc., a charge for the cost of the water meter supplied by the City shall be payable to the City at the time application is made for a connection permit. The fee for water meters is subject to current manufacturers’ list price, plus a ten percent (10%) administrative fee.

   C.   Less Than Three Inch Diameter: All water service lines having a diameter of less than three inches (3") shall be made of type K copper, shall consist of a continuous uncut length of copper pipe between the two (2) terminal ends and shall be connected with flared or compression couplings, except at the valve prior to water meter which must be flared. The use of sweated joints, lead pipe and lead solder is prohibited.
   D.   Three Inch Or More Diameter: All water service lines having a diameter of three (3) or more inches shall be made of polyethylene encased ductile iron, or C900 PVC or approved equal, with a #10 insulated locating wire, and shall be connected with push-on or mechanical joints.
   E.   Shutoff Valves: All water meters shall be installed with shutoff valves on both the inlet and on the discharge sides of the meter.
   F.   Meters In Crawl Spaces Prohibited: The installation of water meters inside of crawl spaces is prohibited.
   G.   Meters Property Of City: All water meters installed pursuant to this chapter shall be the property of the City.
