8-1-10: OBSTRUCTING DRAINS AND FILLING AND OBSTRUCTING OPEN DITCHES:
It shall be unlawful to obstruct or cause to be obstructed any open ditch or drain in any street right-of- way, alley or public property, or to fill in any such open ditch.
