8-1-9: USE FOR DISPLAY OF GOODS, DEFACING:
It shall be unlawful for any person, without permission of the Council, to use any street, sidewalk or other public place as space for the display or sale of goods or merchandise; or to write or mark any signs or advertisements on any such pavements.
