A. Special Approval General Provisions. The Department may establish and maintain a technical review committee composed of a maximum of seven members, all of whom possess some level of expertise related to domestic wastewater management. The function of the committee will be to provide technical assistance and direction in regard to the private sewage disposal code including the review of proposals for experimental systems.
B. Simple Majority. The recommendation of the simple majority of the quorum of the members of the technical review committee shall be provided to the Department for use in responding to the applicant's request. In addition, the committee may develop guidelines for such systems and reviews that may preclude the on-going need for individual consideration of systems in this section. From time to time, the committee may recommend changes to the Department regarding requirements for private sewage disposal systems based on experience, research, findings, etc.
