No adult business license issued by the Commissioner shall be issued to:
A. A person, partnership, general or limited partnership, or corporation whose license issued under this ordinance has been revoked for cause;
B. A person, partnership, general or limited partnership, or corporation who at the time of application for renewal of any license issued hereunder would not be eligible for such license upon a first application;
C. A person, partnership, general or limited partnership, or corporation who neither beneficially owns, nor leases for full period the premises for which the license is issued;
D. A person, partnership, general or limited partnership, or corporation who is neither an owner nor a beneficial owner of the adult business to be operated by the licensee.
