(a) No person who keeps, aids or assists in keeping a place where intoxicating liquors are regularly dispensed for consumption on the premises shall employ in or about such place or premises, or permit the loitering in or about such place or premises, of any person under the age of nineteen years.
(b) Whoever violates this section is guilty of a misdemeanor of the third degree.
