(a) Every owner, occupant, or person of every residence, house, shop, building, lot, parcel of land, real property, or other property that adjoins or is abutting to, near, or on a sidewalk in the Village shall be responsible to keep and maintain the sidewalks, curbs and gutters, free from defects and debris, safe and in repair, and free from snow, ice or any nuisance. Failure to keep and maintain the sidewalks, curbs and gutters may result in the Village undertaking such repair or remedy and charging back all costs and expenses to the property owner. On any claim presented for bodily injury or property damage on the sidewalk, curbs and/or gutters, the adjoining or abutting property owner shall be held liable in tort for such claims and damages to another. Alternatively, should the Village be called upon to make such payment to a third-party, the Village shall seek from the adjoining or abutting property owner contribution and indemnity.

(b) Whoever violates this section is guilty of a minor misdemeanor.
