(a) No owner, keeper or harborer of any dog, cat or other animal shall knowingly permit such dog, cat or other animal to defecate upon the property, either public or private, of another without the owner, keeper or harborer having in his possession necessary tools or equipment to remove such defecation. Such owner, keeper or harborer shall then use necessary tools and equipment to remove defecation from the property.
(b) Any person who shall violate any provision of the foregoing section shall be guilty of a minor misdemeanor. (Ord. 2531-90. Passed 3-7-90.)
