(a) Definition of Snow Emergency.
(1) Whenever, during any period of twenty-four hours or less, snow falls in the Village or in a section thereof, to a depth of two inches or more, a snow emergency is declared to exist in that such a heavy snow storm constitutes a serious public hazard impairing transportation, the movement of food and fuel supplies, medical care, fire, health and police protection and other vital facilities of the Village. In such emergency, parking is prohibited on all streets in the Village.
(2) Whenever conditions exist such that the removal of snow is hampered, the Mayor may declare an emergency parking ban effective for the entire Village, and in such event parking is prohibited on all Village streets. The Mayor or any designated person, or any member of the Police Department will request area radio and television stations to notify the general public of such Village-wide parking ban.
(b) No Parking During Snow Emergency. No person shall park or cause to be parked or permit or suffer to remain parked any vehicle on Village streets during any time or period when a snow emergency condition is declared by the Mayor to be in effect as defined in subsection (a) hereof.
(c) Removal of Vehicles Parking During Emergency. The Mayor or any designated person or any member of the Police Department shall be authorized and empowered to provide for the removal of any vehicle parked on any of the streets or roads of the Village during a period of snow emergency as defined in subsection (a) hereof, to such garage or other place the Mayor or designated person or member of the Police Department deems proper. Any costs incurred in such removal or storage shall be paid for by the owner of the vehicle, in addition to any fines or penalties which may be imposed on the owner or operator of the vehicle.
(d) Penalty. Whoever is convicted of or pleads guilty to a violation of subsection (b) hereof shall be fined not more than one hundred dollars ($100.00).
