351.17 PARKING TICKETS; WAIVER.
   (a)   When the provisions of this Traffic Code do not authorize an officer witnessing a parking violation to remove the offending vehicle, the officer may post or affix a notice to such vehicle notifying the driver of the violation. The owner or his representative, who has received such a violation notice, shall present himself to the Police Department and pay the following sum of money provided for within the time specified. Such payment shall be deemed a plea of guilty; a waiver of court appearance, and an acknowledgment of conviction of the offense charged and may be accepted in full satisfaction of the prescribed penalty for such violation:
      (1)   If paid within three days the amount shall be fifteen dollars ($15.00).
      (2)   If paid within seven days the amount shall be twenty dollars ($20.00).
      (3)   If paid after seven days but before eleven days the amount shall be twenty- five dollars ($25.00).
   (b)   After eleven days a warrant shall be issued for the arrest of the alleged violator charging the owner of the vehicle or his representative with the violation.
   (c)   If the owner or his representative desires to plead not guilty when he presents himself at the Mayor’s Court, the police officer having knowledge of the facts of the violation shall cause an affidavit to be filed in the Mayor’s Court charging the owner of the vehicle or his representative with the specific violation.
