(a) The Village Administrator shall have such authority as provided by law and the ordinances and resolutions of this Village not inconsistent herewith. Such authority, duties, and responsibilities shall be as follows:
(1) To manage, conduct and control the Water Department, Street Department and sanitary treatment plant of the Village including all water and sewer lines, collection and distribution facilities, buildings and storage facilities, vehicles, equipment and all other material, tools or appurtenances incidental to the operation of the Water, Sewer and Street departments of the Village.
(2) To collect or provide for the collection of all water rents and sewer charges.
(3) To supervise the improvement and repair of all streets, avenues, alleys, lands, lanes, squares, landings, market houses, bridges, viaducts, sidewalks, sewers, drains, ditches, culverts, channels, streams and watercourses as well as the lighting, sprinkling, and cleaning of all streets, alleys and public buildings and places within the Village.
(4) To attend any meeting requested by the Mayor.
(5) To supervise the maintenance and repair of all public buildings, parks, playgrounds and other recreational facilities.
(6) To function as the purchasing agent for the Street, Water, Wastewater and Parks and Recreation Departments in the Village in order to secure benefits derived from buying in quantity.
(7) The Village Administrator shall be responsible for administering the budgetary and fiscal plan provided annually by Council for the Water, Sewer and Street Departments.
(b) The Village Administrator shall be under the general supervision and control of the Mayor and shall have such other powers and duties as are prescribed by ordinance or by law and which are not inconsistent herewith.
(c) The Village Administrator shall perform all duties and shall have all powers of the former Board of Public Affairs and the Street Commissioner as prescribed by law except as otherwise provided herein. (Ord. 2250-80. Passed 12-30-80; Adopting Ordinance.)
