(a) There is hereby established a Fire Department within the Village to be known as "The McDonald Fire Fighter's Organization" and which shall consist of the following:
(1) One (1) Chief;
(2) And not more than thirty-one (31) other members of the Department.
(b) And may consist of one or more of the following officers:
(1) One (1) Assistant Fire Chief;
(2) Two (2) Captains;
(3) Three (3) Lieutenants.
