To cover the administrative expense and various other costs involved, directly or indirectly, with these dishonored negotiable instruments, each and every individual, partnership, corporation, joint venture, limited liability company, trusts, and/or other entity shall be charged, assessed, and/or levied thirty dollars ($30.00) for each and every dishonored negotiable instrument made payable to the Village or any subdivision thereof or any agents, representatives, assigns, principals, or officers of the Village.
