139.02 LIEUTENANT.
   (a)   There is hereby created the rank of Lieutenant of Police who shall be appointed by the Mayor with the approval of Council from the rank of regular police officers of the Village of McDonald.
   (b)   The Lieutenant of Police shall be in charge of the Police Department in the absence of the Chief of Police. The Lieutenant shall have the powers conferred by law upon the Chief of Police, Lieutenant of Police, and police officers in all villages in the State. The Lieutenant of Police shall have, in addition thereto, the following duties and powers in the absence of the Chief of Police:
      (1)   To assign members of the Police Department their jobs and turns and to any special detail required of them in emergencies;
      (2)   To summon to duty any member of the Police Department in case of emergency of expediency;
      (3)   To keep a record of all activities of the Department as may be ordered or prescribed by the Chief of Police, or by law required of him, which occurs or transpires in the absence of the Chief of Police; and
      (4)   To make a report to the Chief of Police from time to time as may be required of him.
