(a) There is hereby established the position of Public Safety and Service Officer for the Village.
(b) The Public Safety and Service Officer shall have and must have the following certifications, training and qualifications:
(1) Certification, training and police commission at least equivalent to that of a full-time police officer within the Village;
(2) License and/or State minimum requirements qualifying as Jailer;
(3) License and/or State minimum requirements qualifying as Dispatcher;
(4) Successfully pass and complete any and all in-house Village training requirements;
(5) Successfully pass and complete an annual physical examination; and
(6) Establish and maintain residency within the Village.
(c) The Public Safety and Service Officer shall have and must have, within one year after the original appointment, the following certifications, training and qualifications:
(1) Certifications, training and qualifications for a full-time firefighter and an emergency medical technician (EMT) as required by the Ohio Revised Code and State law.
(d) The Public Safety and Service Officer shall be paid as provided by Council from time to time. The Public Safety and Service Officer shall have benefits of holidays and vacation pay, hospitalization, life insurance and such other employee benefits as provided to all full-time hourly wage employees for the Village.
(e) The Public Safety and Service Officer shall have scheduled working hours and shall have, and shall successfully perform, the duties and responsibilities as follows:
(1) Assist and work in conjunction with the Police Department and Fire Department and to further work under the direct supervision of the Police Chief on a daily basis;
(2) Assist with the normal duties required of a full-time police officer;
(3) Assist with the Fire Department and perform specialized duties and responsibilities at the direction of the Fire Chief;
(4) Schedule the Dispatchers, assist the Dispatchers, and assist with the training and continued education regarding Dispatchers;
(5) Establish, maintain and supervise in-house training for the Police Department and Fire Department;
(6) Maintain, repair and operate the fire trucks, fire equipment and other related equipment for the benefit of the Fire Department;
(7) Assist with emergency medical calls;
(8) Establish, maintain and supervise educational programs for juveniles and/or students at both the High School and Elementary School in conjunction with school officials; and
(9) Assist the Police Chief on specific investigations and other matters related to court proceedings.
(f) The Public Safety and Service Officer shall be under the general supervision and control of the Mayor and the Mayor may delegate this supervision and control to the Police Chief and/or Fire Chief, on a daily basis, whenever the Mayor deems it appropriate. The Public Safety and Service Officer shall have such other duties and responsibilities as are prescribed by ordinance or by directive from the Mayor and which are not inconsistent herewith.
(g) The Public Safety and Service Officer shall perform all duties and shall perform all responsibilities as prescribed by the Mayor in addition to those as set forth hereinabove.
