Upon failure by any person to comply with the notice to repair a dangerous condition within the time specified, the Building Inspector may cause such sign or portion thereof as is constructed or maintained in violation of this chapter to be torn down. However, nothing herein contained shall prevent the Building Inspector from adopting such precautionary measures as may be necessary or advisable in case of imminent danger, to place such structure in a safe condition. Such expense shall be paid by the owner, or person in charge or control of the sign, or recovered against him.
