1325.06 PERMIT APPLICATION.
   (a)   Any person desiring a permit for a billboard, permanent sign, temporary sign, roof sign or temporary accessory sign, shall make application at the office of the Building Inspector.
   (b)   The application for a proposed billboard, permanent sign, temporary sign or roof sign shall be accompanied by such plans and specifications and location of the same as are necessary to fully advise and acquaint the Building Inspector with its construction. If the plans and specifications that accompany the application are in accordance with the provisions of this chapter, and do not, in the opinion of the Building Inspector violate in any way the provisions of Section 1325.09, and are accompanied by the necessary consents of the property owners as provided in Section 1325.10, the office of the Building Inspector shall issue a permit for the erection of such billboard, permanent sign, temporary sign or roof sign, upon payment of such fee fixed by Council. The Building Inspector shall keep a copy of such plans and specifications on file in his office.
   (c)   The application of a permit for a proposed temporary accessory sign shall include the nature of the sign, location, owner's name, address and telephone number, and upon completion of the application, the office of the Building Inspector shall issue a permit for the erection of the sign. The Building Inspector shall keep a copy of the application on file in his office.
   (d)   Temporary accessory signs, as defined in this chapter, are permitted with no more than one sign, two in the case of a corner lot, one display on each street fronting the lot. Such signs shall be no larger than sixteen square feet, not to be illuminated and not to be placed on the Village right of way and in no way obstruct traffic visibility. Such signs shall be valid for a period not to exceed sixty days.
