No billboard, permanent sign, temporary sign, or roof sign shall be erected or maintained unless a permit has first been secured from the office of the Building Inspector and a fee paid. No temporary accessory sign shall be erected or maintained unless a permit has first been secured from the office of the Building Inspector.
