All corner pins of a lot or lots upon which a building is to be constructed shall be set by a registered surveyor or civil engineer before a permit is issued for construction of the building.
All buildings to be erected within the Municipality shall be staked out by a registered surveyor or civil engineer, and the registered surveyor or civil engineer shall certify that the building has been so placed within the lot or lots to comply with the Zoning Ordinance with regard to proper setback and sideyard distances.
