Council shall meet t the usual place for holding such meetings, at 12:00 noon on the January 1 after its election, at which time the newly-elected Councilmen shall assume the duties of their office. In the event that this meeting falls on a Sunday, Monday or Tuesday, then the regular Tuesday meeting shall be dispensed with.
