(a) No person shall engage in, conduct or carry on, or permit to be engaged in, conducted or carried on, in or upon any premises in the Village, the operation of a massage establishment as defined within this chapter, unless such massage establishment shall be licensed under this chapter.
(b) No person shall engage in the business of or be employed as a massage technician in the Village unless he or she has obtained a license under this chapter.
