§ 110.06  DISAPPROVAL; APPEAL.
   (A)   If, as a result of the review, processing and/or investigation as provided by this chapter, the applicant’s character or business responsibility is found to be unsatisfactory, the Town Manager, the Chief of Police, or their designee(s) shall make his or her findings and reasons for disapproval and transmit the same to the applicant that his or her application is disapproved and that no certificate of registration will be issued.
   (B)   Upon the disapproval of the application, as a result of the findings of the Town Manager and/or the Chief of Police, any person aggrieved by the action of the Town Manager, and the denial of the application for a certificate of registration, shall have the right of appeal to the Town Council.
   (C)   The appeal shall be taken by filing with the Town Council and the Clerk-Treasurer, within ten days after notice of the action complained of has been mailed to the applicant’s last known address, or to the applicant’s address as appearing on his or her application, a written statement setting forth fully the grounds of appeal. The Town Council shall set a time and a place for a hearing of the appeal and notice shall be given to the appellant by mail, postage prepaid, to his or her address, as aforesaid, at least five days prior to the date set for a hearing.
   (D)   The disposition and order of the Town Council shall be final and conclusive.
