(A) There is hereby created a special nonreverting fund to be known as the McCordsville Sales Tax Fund into which is deposited funds generated by the sale of stickers to citizens of the town, authorizing them to have additional trash and heavy trash picked up by the contractual provider of that service and a special account therein designated as the McCordsville Sales Tax Fund Account designated as account number 225.
(B) The funds or monies within this nonreverting fund may be paid for the following expenditures:
(1) The payment of any Indiana sales tax required due to the sale of the aforementioned stickers.
(2) Such other purposes and expenditures as deemed appropriate by the Town Council to benefit the health, welfare and enhanced lifestyle of the citizens of the town.
