§ 150.05  DEVELOPMENT REPORTS.
   (A)   From passage of this section forward, the proponent of each and every development of whatever nature within the town upon any land proposed to be annexed or upon any land already within the incorporated limits of the town shall, no less than 30 days before the proponent of said development’s first appearance before the Town Advisory Plan Commission for hearing upon any request for rezoning, platting or any other action, present to the Town Council, Town Manager, Town Clerk-Treasurer, Town Public Works Commissioner and Town Planner a development report.
   (B)   The proponent of the development shall independently contract with a person or entity and submit the report in a form approved by the Town Plan Commission. Proponent shall be solely responsible for the payment of all costs and expenses necessary to create such a report. The town reserves the right to request the proponent to retain a professional whose credentials must be approved by the Town Manager if the initial information is lacking in detail.
