For all legal purposes, including the purposes of I.C. 7.1-3-9-4, this chapter is a general chapter containing no conditions, exceptions or limitations; after its enactment, this chapter may not be altered, amended or repealed for a period of two years and 60 days after the date of its enactment; and during the aforesaid period, no other ordinance on the subject may be enacted.
