It shall be unlawful for a person who owns or controls residential or business property within the corporate limits of the town, on which an alarm system is monitored to issue, cause to be issued or permit the issuance of more than three false alarms in a one-year period; provided, however, a calculation of the number of false alarms under this section shall not include any false alarm issued within 30 days after the date the alarm system is first installed.
