(A) It shall be unlawful for a person to incite, train to fight or set any animal to fighting another animal or to incite combat between animals and humans in the incorporated limits of the town.
(B) Notwithstanding the provisions of division (A) above, the owner of a dog serving as a law enforcement service animal or an animal certified as a property protecting guard dog is exempted from the prohibited act of training the animal to fight to the extent that the training is only for the purpose outlined in this division (B).
