All fines imposed pursuant to the schedule set forth in § 32.04 of this chapter shall be paid not sooner than 72 hours after issuance of the citation, nor later than ten business days after the issuance of the citation. For purposes of determining whether or not a violation is a second or subsequent offense, only offenses which occur within the same calendar year shall be considered.
