§ 53.23  PROCEDURE.
   (A)   The town will commence the imposition of wastewater charges for each customer immediately upon the following event:
      (1)   Upon final sewer inspection for each single-family residential connection.
      (2)   Upon first plumbing rough inspection of finished space in any non-single-family residential structure.
      (3)   Upon final rough inspection for each single tenant/owner utilized commercial structure.
      (4)   Upon rough inspection for each tenant within a multi-tenant commercial structure.
   (B)   A monthly billing statement will be sent directly to the person or entity who obtained the sewer connection permit until the person or entity has notified the town in writing on a form provided by the town of the transfer of title of the subject property and the date the transfer occurred in the town does not receive the written notification within five business days of the date of transfer of title, the person or entity obtaining the original sewer permit shall be responsible for all sewer utility charges until the next billing cycle following receipt of the notice by the town.
