(A) For the use of and the service rendered by the sewage works, rates and charges shall be collected from the owners of each and every lot, parcel of real estate or building that is connected with the town’s sanitary system or otherwise discharges sanitary sewage, industrial wastes, water or other liquids, either directly or indirectly, into the sanitary sewerage system of the town.
(B) The rates and charges include user charges, debt service costs, excessive strength surcharges and other service charges, which rates and charges shall be payable as hereinafter provided and shall be in an amount determinable as follows.
(1) Sewer utility customers. The monthly charge shall be determined as an average of single-family dwelling units. Sewage service bills shall be rendered once a month (or equaling a month). The rate shall include a billing charge rate, debt service charge rate and treatment and conveyance rate as shown within the March 3, 2020 rate study report from Baker Tilly Municipal Advisors, LLC, Alternate II. The charge for treatment and associated cost of each equivalent dwelling unit (EDU) as defined herein shall be $52.99 commencing with the June 1, 2020 billing cycle. Customers residing in a one-bedroom apartment shall be charged at the rate of 75% of the regular charge for one EDU. Customers residing in two or more bedroom apartments shall pay the rate of 1.00 EDU per apartment.
(2) For users that do not meet the above categories, their treatment rate and user charges will be based on estimated usage as determined by the Town Engineer for the town.
(3) Each sewer utility customer shall be assigned a rate code based on the usage of utility as described in divisions (B)(1) and (B)(2) above. The wastewater utility rate codes shall be applied as set forth on Exhibit A, attached to the ordinance codified in this subchapter, and incorporated by reference herein. If the customer’s usage is calculated to exceed the next lowest rate code designation by more than 0.125 EDUs, the customer’s rate code shall be rounded up to the next highest rate code. If the customer’s usage calculation is calculated to exceed the next lowest rate code designation by less than 0.125 EDUs, the customer’s rate will be rounded down to the next lowest rate code.
(4) For users that do not occupy a location served by the Sewer Utility on the first day of the month or the last day of the month, their charges shall be prorated on a per diem rate calculated on the basis of 30 days per month times the monthly rate and charge for users of the same type and category multiplied by the number of days in the month the user occupies the premises.
