The Town Drainage Board and/or the Town Engineer and/or the Town Public Works Commissioner shall administer, implement and enforce the provisions of this subchapter. Any powers granted or duties imposed upon the authorized enforcement agency may be delegated in writing by Town Drainage Board and/or the Town Engineer and/or the Town Public Works Commissioner to qualified persons or entities acting in the beneficial interest of or in the employ of Town Drainage Board and/or the Town Engineer and/or the Town Public Works Commissioner.
