Every sidewalk hereafter constructed on any street or public place in the village shall be constructed and on such plane, inclination and level so that the wearing surface shall be uniform and even throughout the street or place. This shall apply to the construction of all sidewalks by the village or under contract or by the abutting owner, and the respective sidewalks of the village shall be kept in repair by the owner of the property abutting thereon so that the surface of the walk in front of any abutting property shall be uniform and even throughout its length and width as the walk adjoining and connecting with the same.
