(A) No person shall make or construct any driveway or entrance from any public street or alley of the village across and over any sidewalk on any street or alley and to any private property bounding and abutting on any street or alley, until consent or permission in writing to do so has been obtained from the Village Administrator.
(B) All driveways or entrances shall be constructed in conformity with the general plans and specifications and rules and regulations governing the making and construction of entrances, driveways or side drives on file in the office of the village, and in accordance with the specific orders and directions of the Village Administrator under whose control and supervision the entrance, driveway or side drive shall be made.
