All sidewalks shall be located and constructed so that the inside line or edge shall not be more than one foot from the property line which shall be known as the standard location of sidewalks in the village. Compliance with this standard location shall cause the village to assume all responsibility and cost for utilities which may have to be relocated. Besides the standard location above, a sidewalk may be located anywhere within the village property, but no closer than five feet from the back of the curb, and sidewalks located in other than the standard location shall cause the property owner to assume responsibility for the cost of relocating any and all utilities which may have to be moved due to that location. All sidewalks shall be constructed of a minimum width of four feet unless a greater or lesser width shall be determined necessary by the Village Administrator, and all sidewalk locations shall first have the approval of the Village Administrator prior to installation of the same.
