No sidewalk shall be constructed in the village until the person whose duty it is to construct the same, or who desires to do so, has applied for and obtained a permit from the Village Administrator, nor until the Village Administrator has caused the necessary grade and line stakes to be set. Such sidewalk shall be made and constructed under the supervision and control and to the satisfaction and approval of the Village Administrator. If the Village Administrator or his/her designee has to restake any lot there will be a $1.00 per foot charge for the length of run involved in said restaking.
