The Village Administrator shall inspect all sidewalks of the village and shall notify in writing by certified mail the owner or agent of the owner of the property abutting the sidewalk to repair or replace the same within 90 days after the service of such notice. On failure of such owner to repair or replace such sidewalk, the Village Administrator shall report to the Sidewalk Committee information as Council may require for further action. The Village Administrator shall, in addition to the above, order sidewalks to be repaired or replaced when it is deemed necessary for public safety and welfare.
