(A) Sidewalks shall not be required as follows by reason of the fact that they do not constitute thoroughfares:
(1) Alleys and unplatted streets;
(2) On unimproved streets with a right-of-way of less than 30 feet;
(3) Cul-de-sacs with less than six fronting homes;
(4) Dead-end streets, excluding corner lots;
(5) In all platted and recorded industrial parks where said property is zoned exclusively for industrial use.
(B) All matters pertaining to exemptions shall be under the jurisdiction and authority of Council and its committees.
