(A) Residential water tap fees shall be $1,000 per tap installed by the Village Water Department.
(B) All commercial, business, industrial and all apartment houses consisting of two-family residence or more shall be charged for said water tap fee upon actual time and material for said installation but in no event shall said tap fee be less than the cost of a residential tap as set forth in division (A) above.
(C) Before any water tap is installed, the responsible party shall deposit the sum of $1,000 with the Clerk-Treasurer of the Village of McComb, Ohio, who then shall notify the Water Department to proceed with said water tap installation.
