9.3.05: ALLEYS:
   (A)   Alleys shall be provided in commercial, business park and industrial zones, and may be provided in other zones, except that the council may approve other types of service access for off street loading, unloading and parking consistent with and adequate for the uses proposed.    (B)   The width of an alley shall be not less than twenty feet (20').
   (C)   Alley intersections and sharp changes in alignment shall be avoided, and where necessary, corners shall be cut off sufficiently to permit safe vehicular movement.
   (D)   Dead end alleys exceeding one hundred fifty feet (150') in length shall be avoided where possible; but, if unavoidable, shall be provided with adequate turnaround facilities at the dead end, as determined by the fire chief and city staff.
   (E)   All infrastructure to be installed underground shall, where possible, be installed in the platted alleys. (Ord. 822, 2-23-2006, eff. 3-16-2006)
   (F)   Where alleys are not provided, easements of not less than ten feet (10') in width may be required on each side of all rear and/or side lot lines (total width equals 20 feet) where necessary for wires, conduits, storm or sanitary sewers, gas and water lines. Easements of greater width may be required along lot lines, across lots, or along boundaries, where necessary for surface drainage or for the extension of utilities.
