The developer of a condominium project shall submit with the preliminary plat application, as required by this title, a copy of the proposed bylaws and condominium declarations of the proposed development. These documents shall adequately provide for the control (including billing where applicable) and maintenance of all common utilities, common area, recreational facilities, and open space. Prior to final plat approval, the developer shall submit to the city a copy of the final bylaws and condominium declarations which shall be approved by the council (or board) and filed with the county recorder, including the instrument(s)/number(s) under which each document was recorded.
