Every owner, agent or occupant of any real property shall at all times keep gutters or ditches in front of such property in a clean condition, free from all obstruction or weeds, and of sufficient depth and width to at all times readily convey irrigating or surface water without any overflow upon streets or sidewalks or any restriction of the free flow thereof.
