All poles hereinafter set up or erected in the streets of the City for the purpose of suspending thereon or therefrom wires for transmission of telegraph or telephone messages, or for use in furnishing electric light or power to be installed in the public right of way or on property of the City shall be installed according to City specifications and such installation shall be approved by the City.
