No person shall place any telephone hereinafter installed in any doorway leading from the street to any building without first obtaining a permit to do so from the City. No person shall place any telephone hereinafter installed upon the exterior of any building without first obtaining a permit to do so from the City. No telephone company shall install a telephone in such cases without first obtaining a permit or verifying that such permit has been obtained from the City. Any person violating the provisions of this Section shall be guilty of a misdemeanor, and all such instruments shall be removed by the City.
