In the event of a meter getting out of order or failing to register properly, the consumer shall be charged on an estimate made from the amount consumed in the same month in the preceding year, or from the average of the consumptions of the three (3) months last preceding the meter reading, or from the other most reliable data in the possession of the public works department.
