Before any connection shall be made to the city sewer system a permit therefor shall be obtained from the city clerk upon payment of the fees provided in this section and thereafter such connection to the city sewer system shall be made the expense of the person desiring such connection and the same shall be made under the supervision of the public works director and such connection shall not be covered until final inspection and approval by the Public Works Director.
