The Public Works Director shall make monthly readings of water meters. However, during the months of October to March, inclusive, the readings shall be made at the discretion of the Public Works Director. It shall be the duty of the City Treasurer to keep suitable accounts with all consumers of water, a separate account for each separate service or premises, and to enter therein all charges and penalties accrued.
