If any person shall make, procure or maintain any unauthorized connection between any City water main and the meter appertaining to the service connection, such person shall be deemed guilty of a misdemeanor. The water on such premises shall be shut off, and shall not be again turned on until the best adjustment possible shall have been made for the water so illegally consumed, insofar as the same can be approximately determined, and the charges for such water, and all penalties incurred, have been fully paid.
