If any one or more sections or provisions of this Title, or the application thereof to any person, firm, corporation or circumstance, shall ever be held by any court of competent jurisdiction to be invalid, the remaining provisions of this Title and the application thereof to persons, firms, corporations or circumstances other than those to which it is held to be invalid shall not be affected thereby, it being the intention of the City Council to enact the remaining provisions of this Title notwithstanding such invalidity.
